Difference between EC and Condo

The condo market is becoming more and more competitive with both executive condominiums (EC) and private condos being luxurious living close to the city. There seems little difference between them, so buyers have no choice but to take what they can get! What’s the difference between EC and a condo? Read this article to find out more!

The decision to buy a private condo or executive condominium in Singapore is not easy for potential home buyers. What is an Executive Condominiums (EC) and Condos?

Executive Condominiums (EC) – It was first introduced by the Government in 1999. They are a hybrid type of housing that is categorized as a mix of public and private housing. They are built and managed by private developers but come at a cheaper price, as the land cost is subsidized by the government. 

Condo –  A condo is a form of private housing whereby individual portions of this land are owned by different owners. Likening EC units to cars, Khaw said that the scheme has given Singaporeans a chance to buy a luxury “Lexus” at (Toyota) “Corolla” prices. 

MOP (Minimum Occupancy Period)

EC  – MOP for EC is 5 years. After 5 years, semi privatizes can only sell to SC / SPR. After 10 Years From TOP,  fully privatize no Restrictions to selling (Can sell to All SC / SPR / Foreigners.

Condo – MOP doesn’t apply to private Condos. There is a limitation on selling a regular condo, in the form of the Seller’s Stamp Duty (SSD). This stamp duty imposes a tax of 12% if you sell in the first year, 8% in the second year, and 4% in the third year. However, you’re free to sell without penalty from the fourth year onward. This is still two years shorter than the MOP.

Lease

EC – Lease for an EC is 99 years.

Condo – A condo lease can be 99 years or Freehold.

Grants

EC – Grants up to $30k.

Condo – No grants for a condo.

Resale Levy Payable

EC –  For EC, the Resale levy is payable depending on your flat type and whether your resale application is on or after 3 March 2006. It also depends on your share of your first di flat.

Condo – For Condos, there is no resale levy payable.

ABSD

EC – When you buy a new EC, you don’t have to pay ABSD upfront. You do need to dispose of your home within six months after collecting the keys to your EC (or once your EC receives its Temporary Occupation Permit), but at least you don’t have to fork out the huge ABSD fee at the start (you may need to pay the HDB resale levy though).

Payment Scheme

EC – For ECs, you can choose between a Normal Progressive Payment Scheme or a Deferred Payment scheme. For the purchase of EC with a bank loan, you need to pass both criteria – MSR calculations followed by TDSR calculations. Your Mortgage servicing ratio (MSR) refers to the portion of a borrower’s gross monthly income that goes towards repaying all property loans, including the loan being applied for.MSR is capped at 30% of a borrower’s gross monthly income. 

Condo – For condos, it only has a Normal Progressive Payment Scheme. For the purchase of a private condo, TDSR applies. The total debt servicing ratio (TDSR) refers to the portion of a borrower’s gross monthly income that goes towards repaying the monthly debt obligations, including the loan being applied for. A borrower’s TDSR should be less than or equal to 55%.

Others

EC EC has other buying restrictions such as the family nucleus, citizenship, age, income ceiling, ownership of private properties, and other eligibility. 

The decision to purchase an executive or private condo depends on your unique circumstances. One type may be better than the other if you have certain needs, but both will work well for many people in Singapore.

The EC is a great choice for those who want to call home or raise their family in the city. The majority of these developments are subsidized by the national government and situated near prime districts, which means they have many amenities at hand! Despite being limited by Minimum Occupancy Periods (MOPs), EC properties also make good investments because initially designed as housing instead long term investment objectives.

EC Eligibility – What You Need To Know

The executive condominium (EC) is one of the most popular housing types in Singapore. ECs in Singapore come with comparable facilities and designs. They are slightly more luxurious than HDB flats, but compared to private condominiums they still provide good value for your money! Read our article to find out more and have more understanding of EC eligibility as we go through with you step by step!

What Is The Eligibility Requirement To Buy a Condo?

This article will give you in-depth information on EC Eligibility. Read to find out more!

  1. Firstly, all Singapore Citizens (SC) have two Chances to buy subsidized housing per lifetime.
  • All EC Main applicants/co-applicants/essential occupiers must still have at least one more chance to buy subsidized housing. 

Below are examples of subsidized housing in Singapore:

  • Direct Purchase from HDB (BTO/SERS Replacement flats
  • Resale HDB bought with CPF Housing Grant
  • DBSS bought from developers
  • Executive Condominium (EC) from developers

EC Eligibility (Family Nucleus)

You are required to form a family nucleus. For every scheme, you have to be at least 21 years old except for the Joint Singles scheme whereby you have to be at least 35 years old. Aside from these, you have to be a Singaporean Citizen. (Minimum Must Have One (1) SC)  Below are the schemes available:

1. Public Scheme –  Your family nucleus must comprise at least another Singapore Citizen (SC) or Singapore Permanent Resident (SPR). Family Nucleus Requirement: You, the applicant, and your spouse or your parents or your children are under your legal custody, care, and control (for widowed/ divorced).  

2. Fiancé/Fiancée Scheme – If your fiance/fiancee is below 21 years of age, he or she can only be listed as an occupier in your EC application. Additionally, if your fiance/fiancee is below 21 but above 18 years of age, written consent from the parents or guardians must be submitted with your EC application.  

3. Orphans Scheme – A single orphan applicant and all his unmarried siblings are to be listed in the same application. Also, do note that at least one of your deceased parents was Singapore Citizen (SC) or Singapore Permanent Resident (SPR).

4. Joint Singles Scheme – You can apply with another single person. Both of you must be Singapore Citizens (SC) and at least 35 years old at the time of application. You are also to apply jointly as co-applicants. Lately, do note that there will be no CPF Housing Grant for this Scheme.

Age Requirement 

As we have mentioned above, the age requirement for every scheme is 21 years old except for the Joint Singles scheme which is 35 years old. For Fiancé/Fiancée, if the essential occupier is ≥ 18 but < 21 years, a written consent form from parents must be submitted together with the application. If the Essential Occupier is <18 years of age, they must obtain a Special Marriage License from the Ministry of Social and Family Development (MSFD) and Submit it During EC Application Submission.

EC Eligibility (Income Requirement)

The monthly gross household income cannot exceed $16,000/month (W.e.f 11 Sep 2019). Also, the computation of monthly gross household income (Applicants + Essential Occupier)

MOP

Existing owners/ ex-owners/ essential occupiers must satisfy the 5-year minimum occupation period (MOP) prior to booking an EC unit.

Ownership/ Disposal of interest in private property

You must now own any private property (including EC) locally or overseas. Additionally, you must have already disposed of any interest in private property > 30 months prior to the date of the EC application. 

Other EC Eligibility:

  • Cancellation of BTO/SBF/EC (PRIOR TO SIGNING S&P) – If canceled any booking of Built to Order (BTO)or Sale of Balance Flats (SBF) is, there is a Debarment of 1 Year. i.e. can only apply EC after 1 year from the date of cancellation. If a unit has not been selected, Sign the Cancellation Form of the BTO Application after booking EC. Provide BTO Application Reference Number during EC Application
  • Termination of EC/DBSS (AFTER SIGNING S&P) – If book an EC/DBSS unit and subsequently terminated the Sale & Purchase Agreement, there is a Debarment of 5 Years. i.e. can only apply EC after 5 years from the date of cancellation
  • Dispose of Interest in Existing HDB Flat – Undertake to dispose of an interest in existing HDB within 6 Months from TOP/date of developer’s notice of vacant possession.
  • Undischarged Bankrupt – Obtain official assignee permission if he/she wants to be an EC applicant.

What You Should Know About the New Singapore Property Cooling Measures 2022!

The Government has introduced a series of new Singapore property cooling measures to moderate demand in the wake of increasing market interest rates. This was announced just yesterday on the 29th of September. 

To make housing more affordable and available for everyone, it includes tightening maximum loan quantum limits and introducing a 15-month wait-out period for private homeowners before purchasing resale flats. This is also to promote sustainable conditions in the property market! Also, the loan-to-value (LTV) limit for HDB loans will also be lowered from 85%  to 80%. Prudent Borrowing From Financial Institute

The MSR (Residential) has increased from 3.50% to 4%. For TDSR (Residential), it has increased from 3.50% to 4%. Lastly, the TDSR (Non Residential) has increased from 4.50% to 5%.

Prudent Borrowing from HDB Board

There’s good news for home buyers! For HLE MSR, it has increased from 2.60% to 3%! The HDB loan however still remains at 2.6%. (It will continue to be priced at 0.10% + OA rate = 2.6% (reviewed quarterly) 

The LTV will however be lowered from 85% to 80%.

Moderate The Demand in HDB Resale Market

The updated Singapore property cooling measures, which came into effect last night requires Private Property Owner (PPO), or Ex-Private Property Owner to wait 15 months prior to granting an Option to Purchase a non-subsidized Resale Flat. 

For BTO/EC subsidized housing, the wait time is still 30 months. Additionally, it’s important to note that seniors (above 55 years old) who wish to downgrade to a 4-room flat or smaller, will not be affected by the wait out period. 

If you are facing any financial difficulties, you may appeal your case to HDB to access your situation on a case-by-case basis.

The government is currently implementing a waiting period for resale HDB from a PPO. This will be a temporary measure to moderate demand for resale flats and will be reviewed based on market changes!
